I fiercely believe that land preservation is an ideal worth fighting for, and I will demand that the county’s Conservation Easement Program be fully funded for eligible landowners. The plan would have the county government help pay the up-front cost of putting land under conservation easements, a cost that runs into the tens of thousands of dollars between appraisals, financial and legal services.
I will work hard to amend the 2040 Comprehensive Plan to include the Transfer of Development Rights Program and restrict the receiving district to the newly created Metro taxing footprint. I will enact policies designed to encourage workforce housing and mixed-use development near new Metro stations. I repeat do not want not one more house west of Route 15. Catoctin is full. Our zoning ordinance needs changes, like making all western zoning the same, to deal with the problem of thousands of existing by-right houses that could be built in Catoctin.
