Forest Hayes for Catoctin Supervisor

James Forest Hayes was raised in St. John Baptist Church in Gary,
Indiana and he can trace his heritage back as far as a family farm
near Green Grove Baptist Church in Whitesville, TN and the cotton
fields of Mississippi. As the son of a US Postal Worker and the
grandson of US Steel factory worker, young “Jimmy” learned the meaning
of hard work and the concept that life would be “hard but fair,” at a
a very early age. As a man, Forest Hayes draws upon his working class
background and deep faith for strength as he seeks to provide a “fair
shot” for all Americans.

Forest was the first African American in history to serve as staff to
the U.S. House Sub-committee on Agriculture, Rural Development
Appropriations. In that role, he led the effort to increase funding
and enhance the standing of the Rural Economic and Community
Development Programs. Forest was a champion for the growth of the
Rural Housing Service, the Rural Business-Cooperative Service, and the
Rural Utilities Service of the Department of Agriculture, while
serving as the driving force behind the survival of the Rural Economic
Development Loan Program for the purpose of promoting rural economic
development and job creation projects.

In addition, Forest served as staff to the Sub-committee on Commerce,
Justice, State Appropriations for Congressman Jose E. Serrano; Chief
of Staff to Congresswoman Eddie Bernice Johnson, Congresswoman Julia
Carson and Congressman Peter Visclosky.

Forest gain varied public and private sector experience ranging from
rural economic development to an urban neighborhood
transformation/revitalization. Throughout his career he has
administered and overseen the development of over $2Billion in
construction and real estate assets. He has served as a consultant to
local municipalities, not-for-profit organizations, community
development corporations, and as a senior congressional aide and
senior economic development official in communities across the nation.
He excels at navigating and solving issues that impact local economies
and he has built a career on his ability to create and implement
public/private partnerships.

Forest and his wife Nicole live in Waterford, Virginia. Nicole is an
executive in the federal government and graduate of the Harvard John
F. Kennedy School of Government. Their children Brayden Forest and
Ella Nicole both attend Loudoun County Public Schools.
